Osan is governed by the Council of Lords—a body of noble houses that formed in the chaos following the Split when no single family could establish a monarchy. The Council convenes in Runewick, and its seats are held by the major noble families of each region. In the early Rebuilding, seats were earned through service and leadership. Over the centuries, they have become increasingly hereditary, and the Council’s politics have calcified into factional maneuvering, alliance-building, and the kind of slow-motion institutional paralysis that comes from governing by consensus among entrenched interests.
Each region maintains significant local autonomy. Nin’Durahl is governed by its dwarven king. Wyndmoore has a village council. Zumora defers to elven custom. Tinker Town operates on a meritocratic guild system. The Council of Lords sets continental policy on defense, trade regulation, and inter-regional disputes, but day-to-day governance is a local affair. This decentralization is both Osan’s greatest strength—allowing regional cultures to flourish—and its greatest vulnerability. When a crisis demands a unified continental response, the Council of Lords struggles to provide one.
DM Truth: A Government Unprepared
The Glowstone reactivation has exposed the Council of Lords’ structural weakness. A phenomenon that spans both continents demands coordinated investigation and response, but the Council’s decision-making process—built for trade disputes and border negotiations—is too slow. Individual lords are pursuing their own agendas: some want to weaponize Glowstone, some want to suppress information, and some want to use the crisis as leverage against rival houses. The Cult of the Veiled One has operatives within at least two noble houses, though their identities are not yet known.
