The Rune Guard

Type: Military and civic police. Base: Runeswick, Volaxia. Reach: Crownheart Vale, with detachments in major Volaxian cities.

The Rune Guard is the standing military and law enforcement force of Runeswick and, by extension, the Keswick monarchy. Led by Lord Aric Thorne, Captain of the Guard, the Rune Guard is responsible for the defense of the capital, the security of the royal family, the enforcement of law within the city, and the protection of major trade routes throughout Crownheart Vale.

The Guard is organized into three branches. The City Watch handles day-to-day policing: patrols, investigations, arrests, and the unglamorous work of keeping order in a city of tens of thousands. The Wall Guard mans Runeswick’s fortifications and gates, controlling access to the city and responding to external threats. The Crown’s Shield is the elite detachment responsible for royal protection and sensitive operations—intelligence gathering, counter-espionage, and the kind of work that doesn’t appear in official reports.

The Rune Guard is well-funded, well-trained, and generally respected by Runeswick’s population. Corruption exists—it exists in every institution of sufficient size—but it is neither endemic nor tolerated when discovered. Lord Thorne runs a tight operation and is known for dismissing guardsmen who abuse their authority. The Guard’s relationship with the Firefly Brigade is cooperative but occasionally tense: the Brigade handles threats the Guard cannot, but the Guard is wary of an independent armed force operating outside the monarchy’s direct control.

The Gray Cloaks

Type: Regional law enforcement and constabulary. Base: Wyndmoore, Osan (primary); chapters in mid-sized Osani towns. Reach: Ironbound North and surrounding regions.

The Gray Cloaks are the peacekeepers of Osan’s smaller towns and rural regions—the communities too small to maintain a standing military but too large to rely on informal justice. Founded during the early Rebuilding when banditry and displacement made the roads dangerous, the Gray Cloaks evolved from volunteer patrols into a semi-professional constabulary with chapters in towns across the Ironbound North and the Central Heartland.

In Wyndmoore, the Gray Cloaks are led by Sophia Wie and serve as the town’s primary law enforcement. They maintain a garrison, patrol the surrounding roads, and operate a collection board near their headquarters where citizens can post requests for help with crimes too complex or dangerous for the Cloaks to handle alone—effectively outsourcing to adventurers when necessary. The Gray Cloaks are practical, understaffed, and perpetually underfunded, which gives them a no-nonsense approach to justice: they solve what they can and acknowledge what they can’t.

The Glowstone reactivation has strained the Gray Cloaks beyond their capacity. Wyndmoore’s sudden influx of scholars, treasure-seekers, and opportunists has overwhelmed a force designed for a quiet trading village. Sophia Wie has requested reinforcements from the Council of Lords, but Osan’s decentralized government makes rapid response difficult.

The Rangers Guild

Type: Wilderness protection and frontier patrol. Base: Wyndmoore, Osan (primary chapter); lodges throughout both continents. Reach: Wilderness regions on both continents.

Where the Gray Cloaks handle law within settlements, the Rangers Guild handles everything outside the walls. The Guild is a loose confederation of wilderness experts—trackers, scouts, survivalists, and hunters—who patrol the roads between towns, monitor wilderness threats, and serve as the early warning system for dangers emerging from the untamed lands.

The Wyndmoore chapter, led by Thodain Copperbeard, a dwarven ranger from Nin’Durahl, is one of the oldest and most respected. Thodain sits on Wyndmoore’s town council and his rangers patrol the lands between Wyndmoore and Nin’Durahl—a week-and-a-half journey through terrain that is beautiful, remote, and not always safe. Rangers Guild lodges exist throughout Osan and Volaxia, typically positioned at crossroads, mountain passes, and the edges of wilderness regions. Each lodge operates semi-independently, sharing information through a network of message runners and, in some areas, trained birds.

The Rangers Guild maintains a cooperative relationship with the Firefly Brigade’s outpost network. Where they overlap—which is frequently—the two organizations share intelligence and occasionally personnel. The distinction is one of scope: Rangers protect the roads and the wilderness. The Brigade handles the threats that the Rangers can’t.

Osan Regional Militias

Type: Local defense forces. Base: Varies by region. Reach: Local.

Osan’s decentralized government means it has no single standing army. Instead, each region and major settlement maintains its own militia or guard force, funded by local taxes and answering to local authorities. Nin’Durahl’s dwarven militia is trained for combat in confined tunnel environments. Frostgate’s garrison consists of experienced rangers hardened by the Frozen Wastes. The Golden Shores maintain a formidable naval presence to protect their extensive coastline from piracy.

In theory, the Council of Lords can call upon these militias to form a combined continental force in times of crisis. In practice, this has never been tested at scale, and the logistics of coordinating independent forces with different training, equipment, and command structures would be formidable. This is one of Osan’s most significant vulnerabilities: a continental threat would require a continental response, and no mechanism exists to deliver one quickly.
