Crime on Voxana is organized, regional, and competitive. The criminal organizations described here are the major known players—the syndicates and brotherhoods that have survived long enough to establish territories, reputations, and the kind of institutional memory that distinguishes organized crime from opportunistic theft. They are not allies. They are rivals who occasionally cooperate when it serves their interests and undermine each other the rest of the time.
The Obsidian Brotherhood
Type: Criminal syndicate. Base: Blistering Swamp, Volaxia (rumored). Reach: Southern Volaxia, with tendrils into Runeswick’s underground.
The Obsidian Brotherhood is the most feared criminal organization on Volaxia—and the least understood. Their rumored base of operations is somewhere in the Blistering Swamp, a hostile labyrinth of hot, humid terrain that has swallowed every investigation sent to find them. This is not accidental. The Brotherhood has cultivated the Swamp as a natural fortress: an environment so hostile that no military force can operate in it effectively, defended by the trolls and swamp creatures that infest the region and that the Brotherhood has learned to avoid, redirect, or—according to some accounts—control.
The Brotherhood’s operations extend far beyond the Swamp. Their primary business is the kind of crime that requires infrastructure: smuggling, fencing stolen goods, contract killing, and the movement of people and materials that legitimate channels will not touch. They operate through intermediaries and front businesses, and their presence in Runeswick’s underground city is an open secret that the Rune Guard has never been able to dismantle. Members identify themselves through obsidian tokens—small, polished black stones carried in specific patterns that mean nothing to outsiders and everything to the initiated.
The Brotherhood’s leadership is unknown. No confirmed leader has ever been identified, arrested, or killed. Whether this reflects exceptional operational security or a decentralized structure with no single leader is a matter of debate among the law enforcement agencies that have tried—and failed—to penetrate the organization.
The Hooded Brotherhood
Type: Thieves’ guild. Base: Wyndmoore, Osan. Reach: Ironbound North, with connections to the Shadowbound Syndicate.
The Hooded Brotherhood is Wyndmoore’s resident thieves’ guild—small, underground, and operating with the kind of careful restraint that comes from knowing that the Gray Cloaks are right there. The Brotherhood’s operations focus on theft, smuggling, and information brokering. They steal selectively (targeting wealth, not survival), smuggle goods past trade regulations, and sell information to anyone willing to pay—including, occasionally, the Gray Cloaks themselves.
The Brotherhood’s presence in Wyndmoore is an open secret. Hints of their existence are visible throughout the town if you know where to look: a particular symbol scratched into a doorframe, a lantern hung at an unusual angle, a tavern where certain questions are answered with a knowing silence. The Gray Cloaks tolerate the Brotherhood’s existence at a low simmer—cracking down when operations become too visible and looking the other way when the Brotherhood polices its own members’ excesses.
The Glowstone reactivation has presented the Hooded Brotherhood with both opportunity and danger. Reactivated Glowstone is suddenly worth far more than it was as inert gemstone, and smuggling it past increasingly nervous regulators is profitable. But it has also attracted attention from larger, more dangerous organizations—including the Shadowbound Syndicate, which has begun pressuring the Brotherhood for a cut of the Glowstone trade.
The Golden Condors
Type: Thieves’ guild. Base: Nin’Durahl, Osan. Reach: Ironbound North, primarily underground.
Operating in a city carved from mountain rock, the Golden Condors have adapted their trade to the three-dimensional labyrinth of Nin’Durahl’s tunnels, abandoned shafts, and forgotten passages. They are thieves, smugglers, and black-market dealers who exploit the dwarven city’s vast underground infrastructure—moving through routes that official maps do not record and accessing chambers that the city’s administration has lost track of.
The Condors take their name from the golden feather tokens their members carry—a deliberate irony, given that their operations are entirely subterranean. Their primary trade is in smuggled minerals, gems, and—since the reactivation—Glowstone. They also serve as intermediaries for those who need things done in Nin’Durahl without official knowledge: delivering messages, arranging meetings, and providing access to parts of the city that are technically off-limits.
The Golden Condors maintain a tense coexistence with Nin’Durahl’s dwarven authorities. King Udrek Kegjaw considers them a nuisance rather than a threat, and his militia focuses on preventing the Condors from accessing the sealed vault and other sensitive locations rather than attempting to eliminate them entirely—an effort that would require clearing thousands of tunnels and would still probably fail.
The Shadowbound Syndicate
Type: Cross-continental criminal network. Base: No fixed base; operational cells in major cities on both continents. Reach: Both continents and the Sea of Lament.
The Shadowbound Syndicate is the most ambitious criminal organization on Voxana—a network that operates across both continents and the Sea of Lament, connecting local thieves’ guilds, smuggling operations, and black-market dealers into a loose but functional web. Where the Obsidian Brotherhood dominates southern Volaxia and the Golden Condors control Nin’Durahl’s underground, the Syndicate operates in the spaces between: the trade routes, the port cities, and the intercontinental corridors where goods and information move.
The Syndicate’s structure is cellular. Local operatives know their immediate contacts and little else. Instructions flow through intermediaries, coded messages, and the kind of compartmentalized communication that makes the organization resilient to infiltration. A Syndicate cell in Runeswick has no direct knowledge of operations in Runewick, and both would deny the other’s existence. The unifying thread is the Syndicate’s leadership, known only as the Shadow Court—a council of senior operatives whose identities are the organization’s most closely guarded secret.
The Syndicate recruits through talent-spotting rather than open membership. Promising thieves, forgers, smugglers, and information brokers are identified, tested through a series of increasingly significant jobs, and—if they prove both capable and discreet—offered a place in the network. Jayce, the half-elf rogue who now adventures with the High Rollers, was mentored by Dresdic, a Syndicate operative, before his path diverged.
DM Truth: The Underworld Ecosystem
The four criminal organizations described above are not the totality of organized crime on Voxana—they are the named, established players. Smaller operations, independent operators, and local gangs exist in every city and along every trade route. The major organizations compete for territory and influence, but they also serve as a check on each other: none is powerful enough to monopolize crime, and the competition prevents any single group from becoming a de facto shadow government.
The Cult of the Veiled One has infiltrated or established working relationships with at least two criminal organizations, though which ones and to what extent is deliberately left for individual DMs to determine. The cult uses criminal networks for smuggling, intelligence, and access to locations that legitimate channels cannot reach. In return, the cult offers payment, magical assistance, and the kind of powerful patron that criminal organizations find difficult to refuse.
