The Cult of the Veiled One

The Cult of the Veiled One is the most dangerous organization on Voxana, and almost no one knows it exists. Their goal is simple and catastrophic: release Erruuth the Deceiver from his imprisonment and reshape the world under his guidance. The cult views the current order as corrupt and believes Erruuth’s return will herald a new era in which their faith and power will be supreme.
The cult has operated in secrecy since Erruuth’s banishment, dedicating centuries to finding ways to bring him back. Using ancient knowledge and fragmentary clues about Erruuth’s imprisonment, they discovered one of the five gates used to imprison him beneath Wyndmoore. Their ritual at the First Gate triggered the worldwide Glowstone reactivation—an event whose consequences they intended but whose scale they may not have fully anticipated. The remaining four gates are still being sought.
Leadership: The Veiled Prophet
The cult is led by Maelisar the Hidden—the Veiled Prophet, who is believed to communicate directly with Erruuth himself. Always cloaked and masked, Maelisar’s true identity is a closely guarded secret. Their voice carries a resonance that is not entirely of this world, hinting at a deep connection with the imprisoned entity. Maelisar provides the visions and directives that shape the cult’s actions, and their authority within the organization is absolute.
The Circle of the Ascendant
Below Maelisar, the cult is governed by the Circle of the Ascendant—a high council of six powerful individuals who oversee the cult’s major functions. Erevan Zaltharr, a half-elf Circle of Spores druid, manages the corruption of natural sites. Arvex the Seer, a blind human Knowledge Domain cleric, oversees divination and ritual sacrifice. Serina the Enshrouded, an elven Shadow Sorcerer, heads magical research. Thornak the Warbringer, a half-orc Champion Fighter, directs military operations. Lireal of Shadows, a halfling Assassin, manages espionage and intelligence. Galdur the Keeper, an ancient dwarven Transmutation Wizard, handles artifact acquisition and containment.
Operational Structure
Below the Circle, the cult operates through three specialized branches. The Keepers of the Gate are field lieutenants who lead expeditions to locate and secure the remaining gates—a group of ten capable and zealous operatives drawn from diverse races and classes. The Order of the Shrouded Hand handles enforcement and espionage, including the assassin Drexel the Silent and the changeling infiltrator Miria of the Veil. The Brotherhood of the Hidden Truth consists of scholars and scribes who research Erruuth’s imprisonment and manage the cult’s communications.
DM Truth: Using the Cult
The Cult of the Veiled One is designed to be a scalable antagonist. For low-level campaigns, the party encounters cult operatives and disrupts local operations without understanding the larger picture. For mid-level campaigns, the party begins to piece together the cult’s goals and confronts its lieutenants. For high-level campaigns, the party faces the Circle of the Ascendant and potentially Maelisar. The five gates provide a natural campaign structure: each gate is a major objective, and the cult’s search for the remaining four drives the plot forward.
The cult has agents in at least two noble houses on Osan’s Council of Lords, operatives in Port Splinter, and connections to one or more criminal organizations. The specific identities and locations of these infiltrators are left to individual DMs. The cult’s reach should feel vast and unsettling without being omnipresent—they are dangerous because they are patient and well-placed, not because they are everywhere.
